Influential group of Conservative MPs propose new relationship with the EU
The Fresh Start group, which has the support of around 100 Conservative MPs, has unveiled its Manifesto for Change - a set of proposals for Britains future relations with the EU, to which Foreign Secretary William Hague has written the foreword. The proposals include limiting the EUs regional spending to only the poorest member states and calls for five changes to EU Treaties - including an emergency brake over financial services regulation, an opt-out from EU crime and policing law, legal safeguards for the single market and returning power over social and employment law to the member states.
In a guest post on Lib Dem Voice, Open Europes Pawel Swidlicki argued that if the Lib Dem party backs EU reform it should set out a credible new institutional framework for all 27 member states and look for allies in Europe.

Open Europe published a briefing setting out its view on three key EU-related topics to watch in 2013 - the eurozone crisis, the creation of a banking union and the future of UK-EU relations. The report was widely quoted in the British and European media, including City AM, the Telegraph, Polish dailies Rzeczpospolita and Gazeta Wyborcza, and Spanish news agency EFE.
47% of UK businesses want looser relationship with EU
According to a poll conducted by the British Chambers of Commerce, 47% of its members would prefer a looser relationship...but with the UK remaining a member of the EU. Only 9% of firms want closer integration, 12% want to leave the EU altogether, 26% want the relationship to stay as it is. Mats Persson wrote on his Telegraph blog that the poll shows how UK businesses opinion on Europe cannot be boiled down to a Eurosceptics vs Europhiles debate. Mats was also quoted by the FT and the Sunday Times.

Open Europe has calculated that the expiry of a special 5.5% levy on the salaries of EU civil servants will add an estimated £3,030 to the pay packet of an official on the average EU salary this year. The calculations were cited by the Sunday Times.
